On there accession to the European Union in 2007, Romania and Bulgaria pledged to introduce major legal and administrative reforms. But nothing much has happened. It seems like Romania, the Union's problem child from the word go, will escape serious penalties. However, there is little optimism in the country. "Nothing's changed around here".
