Moscow puts UN in tight spot over Kosovo

Russia demanded action against the head of the United Nations mission in Kosovo on the 12 June 2008 for preparing to hand over powers to a European Union mission it says is illegal.

In addition, NATO defense ministers agreed 12 June 2008 to train Kosovo's army. But Turkey blocked a deal that would see NATO working with the EU in the former Serbian province. The fate of international efforts there is uncertain.

Kosovo's new constitution was due to come into force on the 15 June 2008 following its unilateral proclamation of independence in February 2008
