The seventh framework programme for research (FP7), as proposed by the European Commission last year, encouraged member states to find alternatives to testing new discoveries on lab animals.

But for the European Parliament this was not enough.

In a vote on scientific research funding last month they made changes to the text including a new demand to make animal testing a thing of the past.

"Research for the development of...non-animal methods in all research areas should be promoted and enhanced in order to reduce the use of animals in research and testing, with a view to ultimately replacing animal use," the MEPs' report explained.

If a love of animals is not enough to sway EU ministers currently debating the FP7 proposal, Parliament points out that there could be money in finding an alternative to rats and chimpanzees.

"European research and innovation in the field of alternative testing strategies, in particular non-animal methods, will ensure global leadership...and could, in addition, provide a market for certain sectors of industry," says the report.
