An eight-month-old political crisis in Belgium, one of Europe’s most decentralised states, appeared close to an end on the 25 February 2008 with a compromise under which even more self-rule would be offered to the country’s regions.
After negotiations lasting into the early hours, a committee of Belgian elder statesmen struck an agreement that foresees the transfer of various powers over industrial policy, housing and agriculture.
