Article reports that President Nicolas Sarkozy of France is considering a moratorium on motorway construction, discounts for low-polluting cars and 2,000km of new high-speed rail lines as part of a renewed drive to combat climate change, October 2007.

The French President was due to give a speech on 25 October 2007 marking the end of an unprecedented four-month negotiation be­tween government, employers, unions and interest groups intended to draw up a more ambitious environmental policy - and as the culmination of a two day summit on climate change, Paris, 24-25 October 2007.
