which would provide for regular high-level talks between the two sides. Negotiations began in 1995, but have been held up because of the Union's insistence on including a human rights clause in the accord. Wellington has consistently argued that political and economic issues should be kept separate. After a meeting with German Chancellor Gerhard Schröder last week, New Zealand Prime Minister Jenny Shipley said the two sides were now ready to sign a political declaration, rather than a formal treaty as was originally planned.
