Spain's Minister for Agriculture, Fisheries and Food, Miguel Arias, relayed the stance of the Spanish Round Table on Fisheries relating to the reform of the Common Fisheries Policy, to the European Commissioner for Fisheries, Franz Fischler, on 13 December 2002 in what he called a 'clear message'.
