British electricity generating companies are angry that they will be expected to make up for any reduction in the planned carbon emission levels if the European Commission succeeds in compelling the UK to return to its original, smaller allocation of emissions allowances agreed in July 2004. The UK is in dispute with Brussels for allocating to businesses greater carbon emissions allowances than were previously agreed with the Commission.
