Countries preparing to join the European Union have made considerable progress in implementing the European Charter for Small Enterprises since they endorsed it in Maribor (Slovenia) in April 2002. With its theme of 'Think small first', the charter is providing a focus and useful policy model for the future Member States as they put in place measures to boost competitiveness, entrepreneurship and the development of small and medium-sized enterprises (SMEs).
