This consultation document invites views on the European Commission's proposal to link the project-based mechanisms of the Kyoto Protocol with the EU Emissions Trading Scheme. The proposal sets out the rules for conversion of credits from the Clean Development Mechanism and Joint Implementation into Allowances for use in the EU Emissions Trading Scheme. Closing date for responses: 31 October 2003.
