Date: 03/07/1997 The bureaucratic nomenclature of Euro-documents has always left Entre Nous a little bit confused, but this one beats the lot. All documents prepared during Council of Ministers' meetings - as opposed to before or after - are unnumbered and therefore bare the code SN, which stands for “sans numero”. So what is the number that appears after the initials SN? It is, of course, the number of the document, because even unnumbered papers need to be readily identifiable. This is not a contradiction, of course. “The numbers signify which unnumbered document is which,” confirmed a Council official. The system certainly puzzled Commissioner Neil Kinnock during a recent meeting of EU transport ministers. Spotting the code heading on the top of the page - and doubtless with his thoughts on airline deregulation - he took to referring to the paper in question as the “Sabena document”. |
