EU paymasters threaten to veto Prodi budget

In December 2003 the leaders of France, Germany, Netherlands, Sweden, United Kingdom and Austria wrote to European Commission President Romano Prodi arguing that in an enlarged European Union, budget expenditure should not exceed 1.0 % per cent of gross national income (GNI). Mr Prodi has yet to provide figures for an alternative and more modest budget and some of the six are threatening to veto the whole seven-year budget programme.
