Press Release: Forum chairman calls on EU governments to be open and transparent in negotiating new constitutional treaty

Speaking at a plenary session of the National Forum on Europe in Dublin Castle on 22 May 2003, the Chairman of the Forum, Senator Maurice Hayes, called on EU governments to be open and transparent when they come to negotiate the final terms of the new constitutional treaty for Europe.
