Following the signing of the Barcelona Declaration in November 1995 the Euro-Mediterranean Partnership faces many challenges. This book examines the developments in Euro-Mediterranean governance since the signing of the declaration and assesses the extent to which a new meaning to the concept of regional order-building through peaceful means has evolved through the Euro-Mediterranean partnership.

The book is divided into three parts that focus on the structure and dynamics of order building in Euro-Mediterranean governance. Part 1 focuses on the transformation in the international order since 1989 before assessing the nature of Mediterranean complexity. Part 2 examines European policies towards the Mediterranean followed by a section on the structure and evolution of the Barcelona Process. Part 3 justifies the use of theory to gaining a deeper understanding of complex social and political phenomena and uses ideas of international governance allied with regime theory to conceptualise the emerging Euro-Mediterranean system.

The book is aimed at policy makers or those with an academic interest in Euro-Mediterranean governance. Dimitris Xenakis is Honorary Research Fellow at the University of Essex. Dimitris Chryssochoou is Reader in European Integration at the University of Essex.
