The European Monitoring Centre on Racism and Xenophobia (EUMC), in December 2004, welcomed the European Commission's Communication (COM (2004) 693 final of 25 October 2004) on the Fundamental Rights Agency. The Communication paper set a basis for public consultation and provided a framework for a future proposal for adoption by the Council of Ministers. The EUMC noted the exploratory nature of the Communication paper and presented these preliminary remarks with a view to providing further input to the discussions as they proceeded.

Please note that the European Monitoring Centre on Racism and Xenophobia (EUMC) was replaced by the European Union Agency for Fundamental Rights (FRA) in 2007. It appears that this document is no longer available on the FRA website.
