At the Justice and Home Affairs Council on 13 July 2005 UK Home Secretary Charles Clarke was due to present a plan calling for pan-European Union rules requiring telephone and e-mail records to be retained for up to twelve months. The UK Government hopes the London bombings on 7 July 2005 will speed agreement to the scheme which draws on proposals put forward by the UK, Ireland, France and Sweden after the March 2004 bombings in Madrid.
