Blair ready to back down on idea of sanctions to curb illegal migrants

Pressure from France appears to have forced Spain and Britain to back down from proposals for sanctions on developing countries that refuse to take back illegal immigrants. The proposals were due to be considered at the European Council in Seville on 21-22 June 2002.
