Transition report 2004: Infrastructure

Over the past year the transition countries have made steady, if uneven, progress in structural reform. But do reforming countries get rewarded with higher rates of growth? Are some countries simply recovering from a long recession, or just benefiting from high oil prices? The Transition Report seeks to answer these questions.
