The way the beef crisis dominated the Florence agenda irritated quite a few people, not least the presidents of Chile and Uzbekistan, whose crucial landmark agreements with the EU had to take second place.

Ruiz-Tagle and Uzbekistan's Islam Karimov turned up for formal ceremonies on time at 12.30pm, only to find that beef was being given precedence. They were politely told to come back at 1.15pm. At 1.15pm they were invited to return at 2.45pm. They did so, but they were still left kicking their heels until 3.45pm.

The Chileans were particularly puzzled by all the furore and last-minute bother over BSE.

They banned British beef imports years ago without raising any fuss at all.
