The blame for slow progress in Europe's drive to overtake the US as the world's most competitive economy lies squarely with national leaders, says Wim Kok, the former Dutch prime minister. Mr Kok, commissioned by EU leaders to monitor the strategy, says: 'Progress to date has been inadequate largely due to lack of commitment and political will.'. His report was officially due to be launched on 5 November 2004.
