EU treaty hard-sell begins for Blair

Following the European Council in Brussels on 17-18 June 2004 and the agreement on a European Union Constitution, UK Prime Minister Tony Blair argued that he had achieved his objectives at the Summit, and insisted he could 'sell' the final text of the Constitution to the British public in a referendum.
