Abstract: In order to analyse the discourse coalitions existing within the wind sector in Britain, Denmark and France, this article first outlines a theoretical framework for policy analysis in terms of four discourse ideal types and two categories of coalition behaviour. After examination of European and national energy policies, it goes on to map the main discourse coalitions in the wind sector and considers why their interaction often leads to conflict. The conclusion invites reassessment of the uses to which the policy arguments - particularly those related to climate change - have been put, and offers tentative proposals for reducing blockages. |
