Row erupts over possible loss of veto on changes to ECB

Under the draft European Union constitution Member States will no longer have a veto over changes to the role of the European Central Bank. The UK Treasury and Foreign Office will campaign for changes to the ECB to continue to be agreed unanimously by European Finance Ministers.
