The Irish Minister for Agriculture and Food, Joe Walsh, welcomed the adoption by the EU Council of Agriculture Ministers, on 29 September 2003, of the seven regulations which would give legal effect to the agreement reached in Luxembourg in June 2003 on the Mid-Term Review proposals. He announced that he had decided that the dairy cow premium and the national envelope should be decoupled with effect from 1 January 2005. |
