Blair seeks crackdown on nations breaking EU law

Article previews a speech to be given by Tony Blair, UK Prime Minister, on 28 November 2002 in which he suggests that the European Commission is given powers to take effective action against Member States breaking European Union law. Although the Commission issued 1,050 letters of formal notice to Member States for failing to apply EU law, few or any of these offenders are likely to be punished.
