At the Fisheries Council on 12 June 2002 European Commission hopes of pushing through controversial proposals for a fundamental reform of the common fisheries policy took a big knock when five Mediterranean states came out strongly against the plans. Franz Fischler, European Commissioner for Agriculture and Fisheries, believes radical change is crucial to the future of European fishing and pointed to research from the International Council for the Exploration of the Sea (ICES) which suggests fish stocks in European waters have halved in the past 25 years.
