Preliminary regulatory impact assessment of draft EU directive on the use of biofuels

This assessment estimates the costs and benefits of a proposed EU directive on the use of biofuels which would, firstly, set targets for the introduction of biofuels in transport across the EU from 2005 onwards and, secondly, require each Member State to report annually the proportion of their transport fuel sales that is biofuel.
