In an 'options' paper presented to the Council of Ministers this week, enlargement officials say that the negative effects of expansion on the EU's job markets should be minimal. But the report says it may be "useful to focus attention on the more affected regions and sectors, and on the vulnerability of particular sections of the labour market".
