The Spanish government and Manuel Conthe, the stock market regulator, locked horns in spectacular fashion, April 2007, over his handling of takeover bids for Endesa, Spain's largest utility. Pedro Solbes, the Finance Minister of Spain, said the government had lost confidence in Mr Conthe, whom he appointed president of the CNMV, the national stock market commission, in October 2004.
