The credibility of Europe's pioneering greenhouse gas trading scheme will be tested October 2006 when the European Commission starts legal action against nine European countries yet to set emissions targets. All 25 EU member states should have filed allocation plans with the European Commission by the end of June for the 2008-12 phase of the scheme.
