Restructuring and employment in the EU: Concepts, measurement and evidence

This report is based on the findings of the European Restructuring Monitor (ERM), the monitoring tool of the European Monitoring Centre on Change (EMCC), which collects and presents cases of restructuring based on media reports on a quarterly basis. This first report focuses on defining and measuring the extent of restructuring throughout the Member States. This is particularly relevant for the issue of restructuring, as there are serious measurement problems in most Member States and even more so at the European Union level.
