Presenting to the Parliamentary Assembly his report on alleged secret detention centres (Tuesday 27 June 2006), Swiss Senator Dick Marty advocated setting up a new world legal order to deal with the terrorist threat. ''We must do so with our friend and ally the United States, but we must do it on the basis of the values which have been built up over the years, particularly in this Organisation'', he said. European Commission Vice-President Franco Frattini welcomed the ''exemplary inter-European co-ordination'' that had been demonstrated here. ''Within the scope of its powers, each institution must examine what measures are necessary and feasible, while taking care to ensure a coordinated and coherent European approach'' he added. Mr Frattini also stressed the need to step up the dialogue with Europe's long-standing ally, the United States. Finally, Council of Europe Secretary General, Terry Davis, stated that he would recommend that the Committee of Ministers prepare a new Council of Europe instrument containing principles and guidelines for a legislative and administrative framework for the organisation and functioning of security services. He would also ask governments to introduce national safeguards and controls for civil aviation.
