The Payment Services Directive: A consultation document

This consultation document sets out the background to and outlines the content of the European Commission's proposal for a Payment Services Directive, which was adopted by the European Commission on 1 December 2005. The proposed Directive harmonises the regulatory regime for payment services across EU Member States and introduces a new EU-wide licensing regime for 'Payment Institutions', allowing non-bank payment service providers to offer their services EU-wide on the basis of a license obtained in any one EU Member State. The consultation document sets out the background to and outlines the content of the Directive. It contains a Partial Regulatory Impact Assessment (PRIA) and poses a number of questions to which interested parties are invited to respond. The purpose of this consultation is to seek stakeholder views on the UK's approach to negotiating the Directive. Deadline for responses: 25 September 2006.
