Speech: Europe’s Critical Challenge of Openness and Enlargement

In this speech to Business leaders in Bucharest on April 6 2006, EU Trade Commissioner Peter Mandelson argued that EU enlargement was both necessary and valuable, creating a stable European neighbourhood and injecting new dynamism into the wider European economy. He argued that governments had failed to sell the benefits of enlargement, which had led to rising public disenchantment with future expansion.
