Last exit to Lisbon, March 2006

Has the reformed Lisbon agenda put the EU back on track to meet its goals for growth and employment? Jean Pisani-Ferry and André Sapir say there is little sign that the hoped for 'ownership' of Lisbon 2 by EU Member States has taken place. In their paper, 'Last Exit to Lisbon', presented to European Union finance ministers, March 2006, they call for more focused guidelines, robust assessments of performance, and help from the EU budget to save a process that is still facing problems.
