Brown faces EU censure over failure to comply with public borrowing rule

In the second week of January 2006, the European Commission is expected to recommend the commencement of an excessive deficit procedure against the United Kingdom for its failure to keep public borrowing below 3% of gross domestic product. The move will be embarrassing for the UK Chancellor, Gordon Brown.
