Patten in despair at EU foreign policy role

Report of an internal paper by External Relations European Commissioner Patten, which is very critical of the way the EU deals with external relations, particularly the overlapping of functions between his role and that of Javier Solana, and the lack of resources assigned to the Commission for external activities.
