The Lisbon Special European Council set a new strategic goal for the European Union in the next decade: to become the most competitive and dynamic knowledge-based economy in the world capable of sustainable economic growth with more and better jobs and greater social cohesion.
The Lisbon strategy combines ambitious policies for a knowledge-based economy with economic reforms for competitiveness and innovation, macro-economic policies for sustainable growth and a modernisation of European social model based on investing in people, activating social policies and combating social exclusion.
Strong commitments were made by all governments of Member States and by the European Commission and are now under way in the follow-up of Lisbon Summit.
But in order to strengthen the scope and the impact of this European strategy for growth, competitiveness and employment it is very important to involve other actors: European Parliament, Economic and Social Committee, Committee of Regions, European Central Bank, European Investment Bank and particularly, social partners.
That is why, according to Cologne Summit and to Lisbon Summit conclusions, a High Level Forum would be organised in Brussels, on 15th June 2000, in order to promote this participation in the respect of the autonomy of each different actor.
