Press Release: Commission adopts twenty-one strategic orientations for reform

The Commission has approved on 14.12.99 a set of key policy orientations for Commission Reform, which lay the basis for the draft Reform Strategy White Paper. Adoption of these orientations represents another important step in the Commission's reform process. The proposals include a complete reform of financial management within the Commission, a new system for matching political priorities with resources and a comprehensive review of personnel policy. These changes will amount to a fundamental change of culture, behaviour and attitudes in the Commission.

Vice-President Neil Kinnock emphasised the importance of this step: 'Today's decisions demonstrate the commitment of the Commission to thorough reform which will enable this Institution to meet the demands of the European Union and its people efficiently and accountably. In close co-operation with Commissioner Michaele Schreyer, it will include radical provisions for modernising financial management."
