The European Commission adopted on 15.12.99 its proposals on total allowable catches (TACs) for a group of stocks and their allocation under national quotas for 2000. These proposals were examined by the Council of Fisheries Ministers when they meet on 16 and 17 December 1999. The Commission proposals are based on the most recent scientific advice. The package of TACs proposed by the Commission include a number of cuts compared to the TAC levels agreed for 1999. The Commission is conscious that the proposed cuts will not be popular with fishermen, but they have to be made if stocks are to be fished in a sustainable manner. A notable difference this year is the grouping of fishing opportunities and associated conditions for 2000 under the same Regulation. These include Community autonomous measures in its own waters, management measures in respect of stocks under joint management with Norway, all measures agreed under fisheries agreements with third countries and those of Regional Fisheries Organisations whose fisheries conservation measures have become binding on the Commission. |
