The European Commission adopted on the 14.12.99 a proposal for a Council Decision on the European Refugee Fund. The purpose of this initiative is to help achieve a balance in the efforts made by Member States to receive refugees and displaced persons. It also provides an initial response to a request made by the Heads of State or Government at the special European Council at Tampere on 15 and 16 October 1999 concerning the implementation of emergency measures in the event of a mass influx of refugees. |
