EU budget: SEM 2000. The Commission has adopted its fifth progress report on the work of the so-called Personal Representatives Group on Sound Financial Management. The group was set up in 1996 as a part of the SEM 2000 initiative (sound and efficient management). The purpose of the group has been to improve co-operation between the Commission and the Member States in management and control of EU spending. This is important since the Member States manage as much as 80% of the EU budget. The Commission notes that there has been progress in a number of areas not least in the management of the Structural Funds. |
