General: Education Council, Luxembourg, 7.6.99. EU Education Ministers held debates on the Leonardo and Socrates Programmes, concluding that the next phase of these programmes should start in January 2000, that the programmes need to be more transparent and user-friendly, that programme procedures should be simplified, appropriate control procedures with regard to the Commission services, external structures as well as national agencies should be put in place and that the evaluation report on the implementation of Phase II of the programmes should be available before the scheduled date of 2005. The Council also held an exchange of views on the contribution of education to the European Employment Pact, and on the theme of forward planning in the field of education.
