EU budget: Financial framework. The Commission has approved the financial perspective framework applicable to the 2000 budgetary procedure. The framework is based on the results of the Berlin European Council and subsequent Inter-institutional Agreement (noted below). The overall ceiling for commitments in 2000 comes to € 93.8bn, which corresponds to 1.16% of EU GNP. The ceiling for the payment total is € 91.3bn, which is 1.13% of GNP.
