Research Council, Luxembourg, 13.10.98. EU Research Ministers had a debate on five specific programmes within the new Fifth Framework Programme, but continuing disagreement with the European Parliament regarding the financial allocation and breakdown of funds on the Programme prevented key decisions being made (but see below under Framework Programme). Applicant countries to the EU will be invited to 'associate' with Framework Programme activities. The Council adopted the Decision concerning the conclusion of the Agreement for scientific and technological co-operation between the EU and the USA.
