Cohesion and development through R&D. The Commission has adopted a Communication with the objective of reinforcing regional cohesion and competitiveness through research, technological development and innovation. The key elements of the strategy are: the promotion of innovation at regional level; the development of human resources; and the promotion of networking and industrial co-operation. The Commission invites the regions concerned to establish an integrated strategy for Research and Technological Development and innovation adapted to their economic structure and, in particular, to the needs of industry and services.
