Economic and social implications of industrial change. The High Level Group on Economic and Social Implications of Industrial Change (chairman: Pehr G. Gyllenhammar) has issued an interim report. The Group was created by the European Council in November 1997 to analyse likely industrial changes in the Community and to look into ways of better anticipating them. The goal is to guard against their economic and social effects in a manner consistent with the principles of the Treaty. The interim report gives guidance on what to do - and what not to do - to promote employment and competitiveness, well functioning labour markets and to prepare for change in these areas.
