Book abstract: Since the beginning of the 1980s a number of themes have dominated the landscape of higher education. Amongst them have been budget cuts, rationalisation in provision, accountability and quality control, closer links between higher education and the region and a greater alertness to changes in economic and social policy. At the institutional level, the drive towards a greater degree of latitude and autonomy has found a ready echo amongst universities and other establishments of higher education. This, in its turn, has posed major questions about the range of responsibilities central government and administration ought to retain or to delegate. This book, published under the aegis of the Council of Europe's 'Legislative Reform Programme for Higher Education and Research', looks at some of these themes in European countries in the context of democracy and governance. The book concentrates on the legislative processes, on internal structures of administration and the mechanisms of management in higher education. It explores the way in which the concept of democracy emerges in higher education, how government control is exercised and how its exercise has evolved. The first part of the book discusses these issues in a comparative way and the second part is a country-by-country survey. Countries covered include those in Western and Eastern Europe.
