The leaders of France and Germany called on the 4 February 2011 on fellow members of the eurozone to hold a special summit in March 2011 where they would agree to measures that would more closely link their economies in a Pact for Competitiveness. The proposal, made at the European Council, Brussels, 4 February 2011, fell short of listing specific areas of economic convergence. Officials from both France and Germany said differences remained between the two governments over what should be included. Critics hit out at the pact's intergovernmental nature, with little role for the EU's institutions envisaged, while Belgian Prime Minister Yves Leterme called the proposals as being overly constrictive. The leaders of other countries in Ireland, poland and other Eastern and Central European countries were critical of aspects of the proposals. |
