The European Commission on 27 September 2005 presented a plan for reducing air travel's growing contribution to climate change. In a Communication, the Commission expressed its view that the most promising way to tackle aviation emissions was to bring aircraft operators into the EU's Greenhouse Gas Emissions Trading Scheme (ETS). The ETS was designed to set an overall cap on greenhouse gas emissions, within which participating operators can buy and sell emission allowances as needed. The inclusion of airlines would create a permanent incentive for them to minimise their emissions.
